While each of the Shaman covenant specific legendaries up to this point had felt underwhelming for Elemental, much of that was due to the strength of current legendaries and there were at least potential scenarios where we could see use in the future, due to moderate buffs or potential synergy later in the expansion if we get the ability to use 2 legendaries at once.
